Heres a letter I have written and am sending out to all my Reps in Washington and all other parties involved. Feel free to use any or all of this letter to send to your Reps if you feel as I do. I recently ran across the story of Hope Steffy. A crime victim, who called 911, only to be arrested herself and then taken to jail. There she was videoed, while being forcibly stripped naked by several officers, both male & female and left in a cell for 6 hours naked. Then when she was later booked she was only allowed to wear a weighted vest.
As outraged as I was about this incident, I was even more appalled when I started searching the internet and found case after case of the same type of abuses, and I found out that the Bill of Rights & 4th Amendment are no protection at all apparently from attacks like this by police. Police need a warrant to search your house, but it seems the “law” doesn’t apply to the person themselves. And the interpretation and application the “strip search” varies wildly from city to city, county to county and state to state. Most of the time, it is said only to be allowed if the officer suspects you to have a weapon or drugs. But in practice this isn’t always the case. And in instances of abuse, it’s almost never the case. Basically it comes down to this, the police can FORCE a strip search on you at any time or place. Even in a public place in view of bystanders or your neighbors. Let alone at the station with a trumped up disorderly conduct charge or something similar. Your only recourse is to report the incident or take it to court in a lawsuit. The internal investigations are notorious for siding with their officers, even when wrong. Although it seems quoting that it is within ‘standards’ is supposed to excuse the police. I suppose to do otherwise would be to invite a lawsuit. And once a victim has gone through the process, what good is the police coming back and admitting they were wrong, or winning a lawsuit, the damage is already done. Innocent people are scarred for life. And there have been many lawsuits for these actions, the surprising thing is nothing has been done to cure the problem and restore protections of the 4th amendment. I believe if police need a warrant for a residence, then they absolutely should need a warrant to strip search a person. As for the Stark County 'protocols', in Steffy’s case, the POLICE are not supposed to be able to 'punish' you for a 'crime' they THINK you might commit!!! And with this suicide 'watch' that’s exactly what they are doing! The excuse that it is for a persons own good is BS. And not part of their function. If they REALLY think someone is suicidal, then they need to be transferred to a medical facility that is equipped to give a REAL diagnosis and handle patients like that. Plus they would have all the medication & equipment for people that may REALLY be suicidal. NOT STRIPPED NAKED AT THE JAIL!! To NOT get them to a mental health facility is as much denying them medical help, as if they were hurt & bleeding and they didn't take them to a hospital!! This whole thing needs to be changed or taxpayers will be paying lawsuit after lawsuit. It’s OUTRAGEOUS! And some police would have you believe that a strip search is needed to search for ‘weapons or drugs’. With a pat down and all the metal detectors & wands we have, I don’t see the weapons search excuse as valid either. Most court houses have detectors at the entrance to scan for weapons, either they are effective and stop the weapons, or they aren’t effective and they are a waste of money. You can’t have it both ways. And if we are depending on winning the “War on Drugs”, by pulling down the underpants of women & children, then we are in big trouble. Police have abused this power for too long, taxpayers have paid lawsuits for this outrageous behavior for too long and we need a federal law to stop the practice. ******************************************* Stark County Prosecutor John D. I guess the Sheriff’s web page that calls this a ‘unpleasant’ duty for his officers, doesn’t realize they have made a spectator sport out of it. Also for anyone wondering, I have personally seen Hope Steffy’s arrest record. Besides this incident, she had NO record, not even a speeding ticket. On arrival at the Sheriff’s office, Gurlea left Hope in his cruiser for about 5 minutes and spoke with another deputy. It is unknown what was said by Gurlea to the other deputy. Gurlea then returned and told Hope to do exactly what the Sheriff’s staff said she should do and that she would then probably be going home that evening. I smell a setup, this gets to stinking more & more. . .

UPDATE: My call to the Sheriff's dept never got returned. So I called today. I asked if ALL video had been released to the news & Steffy's lawyers. Their response was it was an ongoing investigation. I said I'm not asking about the investigation, just if all evidence had been released. They said that it will PROBABLY be released to Steffy's lawyers in discovery. I repeated "Probably"????? I said something like "this is stinking more & more." I also told her I knew probably what everyone was up to. They are holding off on the investigation, until the settlement. Which is supposed to be sometime this month. Then more than likely, the settlement will include stuff to kill the rest of the investigation. She claims this will not happen. That everything will come out after the state investigation is complete. I'm calling BS on this, if I'm wrong, so be it. I have been around the block a couple times and I didn't just get off the banana boat. I think, I am almost SURE, they will quietly try to bury this in the settlement.

Another Update: Looks like a 5th woman is coming forward with her story. She said she fears reprisals for speaking out. I can see why, it seems that everyone in that county is part of the problem, at least all the ones I have talked to. http://www.wkyc.com/news/news_articl...?storyid=88666 And now surprise, the State Attorney General, who is supposed to be investigating this incident, is himself being investigated.
How would he be able to investigate the Steffy case, when he himself seems to be part of the problem???? They called for his resignation, but he refused, so now they are going the impeachment route. CUT&PASTE: Ohio Attorney General Marc Dann has refused to step down as Ohio's Attorney General, despite pleas that he do so or face impeachment. Early Monday evening, Ohio Gov. I am currently serving in afghanistan and since i saw the torture of Hope Steffy i am outraged.After taking a look it is clear to me they knew what they were going to do to her before they took her into the building. To leave her in the car while he went in to talk to another deputy for 5 min. suggests he was setting it up.What didnt he want her to hear?Way to quick to have the camcorder ready.And why would 6 more take her to an individual cell with gloves ready standing around her salivating,ready to attack at the slightest slip up?Hope Steffy was doomed no matter what she would say or do.The entire night shift dropped what they were doing to get their hands on her and record it like it was a party to them!The most disgusting thing i have see. |

I agree. And the more I look into this, the worse it gets. Just the way things went. The first video also was NOT turned over voluntarily, Steffy's lawyers had to ask for specifically for it: QUOTE"The 16-page complaint notes in the fifth claim for relief that the sheriff produced thousands of pages of requested records, but “specifically failed to produce the videotape of the strip search.” This is during discovery, the sheriff is SUPPOSED to turn over everything relevant to the case. I guess he can claim it was an oversight. Good thing the lawyers asked twice huh? Then the news gets the building video. I guess the sheriff can claim another oversight. After the building video CLEARLY shows Steffy being taped while being paraded down the hall, by what looks like the whole night shift, the news asks for the REST of the video. The sheriff has failed to produce this tape, even to the grand jury. His excuse? The camera wasn't working. So it seems to be working ok in the hall, but then when the attack alleged by Steffy happened, it quit working. And THEN, JUST as the deputies force Steffy down on the bunk to strip her, its working again. And on & on, just more & more crapola like this. The sheriff is like a 12 legged cat in a litterbox, covering chit as fast as he can. Oh lets not forget the tape of the original arrest, there wasn't one because it wasn't turned on. While on a call! And finally we have the video of the 3 teen girls that were strip searched....that video is "missing". Can't be found! Is it just me, or does anyone else see a pattern here?!?!? Just how illogical or fantastic an excuse can Sheriff Swanson get people to believe!??!?!? |

Well we have another uTube poster. This one claims to work at Stark County jail. I can believe it, another "edited" video, with comments off, so no one can ask questions or dispute anything presented. (Does ANY video come out of the sheriff's dept that isn't edited!??!?!) So if they tear Steffy down and make her look like the town drunken SIut, it will make the cops actions look better?!?! It will then justify what was done to her??? See........this is what they STILL don't get. Just because they have to deal with people accused of criminal behavior, does NOT give them the right to behave like criminals too!!! Like I said before, I'm not an idiot, I have no doubt that Steffy was being a pain that night. I also have no doubt that the officer crossed the line when dealing with her and abused her under the "color of law". If they can't deal with people in a professional manner, then they need to get out of the profession. Its time for them to try barber college. And believe me, I have been in contact and talked to a LOT of people connected with this. I have talked to Stark County jail staff....and I want to tell you NO one, is handling this in a professional manner. Even Vivianne, in human resources, who has been the ONLY helpful person at Stark County has been unable to explain officers actions in any way that is reasonable, logical, legal or moral. And has changed the subject more than once in conversations. Sort of hard to claim the high moral ground when your actions speak louder than your words. And AGAIN this video is an excellent example of that, comments off, edited video, and the "poor me" dialog. Another good example of Stark County evasions is in this video, they claim that the Sheriff's dept was WRONGLY accused of "strip searching" and "terrifying" a woman. Well she is CLEARLY terrified in the video and I don't care WHAT they claim this to be, a strip search, a body cavity search or a suicide prevention....its WRONG!!! Law enforcement experts across the country have said its wrong. Including a former prosecutor, a retired police trainer, a CBS legal analyst, and even another county sheriff! But still the people working there do not “get it”. That’s the amazing part, I don’t see how anyone that was raised knowing right from wrong could NOT get it. Instead the sheriff’s dept continues to deny that anything was done wrong. The news reports says the sheriff’s dept even denies that male deputies helped remove her cloths, except that in the video you CLEARLY see the deputy pull her panties down to her ankles. http://i2.photobucket.com/albums/y39/Zemo999/SteffyRemoved.jpg The sheriff & deputies then wonder why people can't believe that they are being honest & open with the public?!?! Ok we have the cops trying to post stuff to make the Steffy's look as bad as possible. I had posted this in other board, so here it is again...a view of the Steffy's from people that claim to have known them for many years: We have been friends of the Steffeys for almost 30 years and have never seen or heard anything disrespectful or disorderly out of either one of them. Hope is a wonderful mother and grandmother. And Greg is an awesome father and grandfather. He has been very involved in the upbringing of many of our local children as their teacher and coach and friend. It pains us to see what this terrible experience has done to their lives. They are a very respectable family in any community or school district they have resided and worked in. I just can't believe that this has happened to Hope, of all people. She loves her family with all her heart and would never jeopardize them in any way. This unfortunate experience has obviously affected the family as a whole. I do know that if any of this would of happened to either of us 20 years ago we would of really gave the cops a run for their money! Age and Time has slowed us down a little! To all of those who were involved in this whole ordeal God says, "Vengeance Is Mine" and he will take care of all the wrongs that have been done to his children. YOU DON'T MESS WITH GODS BLESSED!!!!!!!! I know that it does'nt make things any easier for them, especially, Hope, but I know she's a very strong woman who will be able to focus on all the positive things in her life. This is not going to be pleasant at all but she will focus on her FAMILY & FRIENDS for support, because that is the kind of person she is. Eventually, this will all be over in the public eye but will remain in every persons heart that witnessed this. I just pray that "TIME" will be her friend and the memories will dim and not sting so horribly. THANK YOU, Hope and Greg for having the stength to bring this to America's attention. Maybe something will be done to change the policies at the station and those who should be treated respectfully, will be treated in a more compassionate manner, especially when they have been the victim. The last successful hanging in the Stark County Jail was in 2005. This inmate had visited the Stark County Jail 26 times prior and never exhibited any suicidal tendencies. This time he too was placed on suicide precautions and was still able to take his own life. So your saying, that your suicide polices are not only getting you sued, but they are resulting in the deaths of inmates?!?!?!?
A prisoner had been there TWENTY SIX times and NEVER exhibited ANY suicidal tendencies....UNTIL he too was placed on suicide watch!! OMG! How many of the others that tried to kill themselves were treated the same way? Take a depressed person and abuse them in this manner and then wonder WHY they try to kill themselves.....AMAZING! |

Ok I have tried to call the sheriff to see if they are STILL having their "Critical Response Team" made up of men & women forcibly stripping people. Sheriff is unavailable and the secretary's spout that they are still following 'policy'. So if they have another death after they do this to a prisoner will the deputies be charged with murder? They have ALREADY admitted that the last guy to kill himself had been in custody TWENTY SIX times and had displayed NO suicidal tendencies, UNTIL they abused him with this "suicide prevention" of theirs. It seems Stark County is CAUSING the deaths of these prisoners. Who are these doctors that are 'prescribing' this abusive treatment?? Sometimes even doing it over the phone!! Ok latest news is in the CantonRep paper. The paper posts ALL the strip video of Hope Steffy...or what there is of it that isn't "missing". The sheriff has been bemoaning, for MONTHS, that WKYC 'edited' the video. Well the sheriff is RIGHT, they DID edit the video. WKYC took out the WORST pieces of the abuses done to Steffy!!! They edited out BOTH pieces when the men were removing clothing, and they also removed the piece of video that shows the camera operator when she took the camera off of Steffy. The camera is SUPPOSED to be on the prisoner at ALL times. On other YouTube videos of this nature, the only time they move the camera off is when the operator knows the cops are doing something that they could get in trouble for. And its also “OK” for the camera that is ALWAYS supposed to be on the prisoner to swing away, while the officers are manipulating her legs. (Doing ‘something’ that they have no explanation for.) There’s NO problem here for cop supporters here either. Right? Come on! Lets hear from the cop supporters, BUT before you respond, call the sheriff’s office and ask if ANY woman is searched for, or have their tampon removed, when they are put on suicide precautions. I have to wonder about the nurse interview....the sheriff's dept complains about a part of a video being shown on the news, yet heres supposed to be a VIDEO & SOUND piece of evidence, where the only thing you can "hear" is two questions and her response. Talk about edited!!! Wheres the WHOLE interview? Come on Swanson, practice what you PREACH!! In the tape Steffy sounds like she's just 'messing' with the nurse, not knowing what these people are REALLY like. So are they afraid that if the whole conversation was heard we could tell that? And after 7 MONTHS of questions, this is the FIRST time I have even HEARD of this video. It is NEVER mentioned at her trial in the transcripts, in the papers, or the TV. But then neither is when her miranda rights were read to her. The deputy tells her to 'cooperate and answer the jailers questions', but did he EVER tell her she had the right NOT to talk to anyone till she had a lawyer? (I have NO idea, I haven't heard a word about this either.) I think the biggest problem for Steffy is that she had never been arrested before, and she thought these people were going to help her. She didn't know enough to shut up and ask for a lawyer. But the bottom line is that this 'arrest' was WRONG! Her treatment at the jail was WRONG! Having men present and helping to strip her is WRONG! Having this 'policy' is WRONG! (And unconstitutional.) Swanson trying to shove this incident under the rug is WRONG! Having a doctor diagnose & prescribe a suicide prevention OVER THE PHONE is WRONG!! And keeping the "Critical Response Team" made up of men & women STILL stripping people after lawsuits and inmate DEATHS is WRONG!!! How many FRIGGEN ways can I say this WHOLE flippin mess is WRONG?!?!? |

This is for the sheriff, Senior Special Agent Christy S. Palmer, and the ALL the rest that are saying that these cops acted in a PROFESSIONAL manner. Run the strip video to time index 4:13 to 4:16. I guess at least ONE of your PROFESSIONALS thought that stripping Steffy was FUNNY in some way! TOO bad the video didn't run longer, so we could have ALL shared in the joke, and found out what was SO funny about it! Come on Swanson, let us in on the joke....

I have contacted the Ohio States Atty office. 614-466-4320 I am trying to find out HOW any of the investigators can look at this strip video and NOT see anything criminal. I would suggest that anyone, that thinks this whole thing stinks, call and ask questions also. How are men allowed to remove cloths? How are 2 men twice the size of Steffy allowed, not ONLY to restrain her, but allowed to put submission holds on her, to TORTURE her into submission. Why are the men crossing her legs after she's already stripped and they are forcing them up against her butt? WHY does the camera go off of Steffy, toward the end when she starts freaking out with the deputies forcing her legs around, since policy says it has to ALWAYS stay on the prisoner. What are they hiding and what are they doing to her? And finally after their all finished, why are the cops laughing? Investigators see this and can see NO criminal actions?!?!? People, don't wait for it to be YOUR wife, daughter or sister. |

BUT just so we’re all on the same page, lets review the video…. First of all, this video STARTS after Steffy is already forced down on the bunk. And the piece that is “missing” is exactly when Steffy claimed she was never asked to remove her cloths & was assaulted by the staff. No problems with the ‘magic’ camera…RIGHT? And then AFTER she is already stripped naked, its STILL ok for the men to put her in an arm bar submission hold, if she starts screaming while they force her crossed legs against her butt, while waiting to “change a mat”. And its also ok for the camera, which is supposed to be on the prisoner at ALL times, to deliberately swing away so you can’t tell what they are doing to her. Plus they have no explanation for WHAT they are doing. The REALLY sick part is that anyone can back up Stark County cops & Swanson on this illegal perversion of theirs. THATS the really sick part. === EVERYONE has to KNOW this was all a BS arrest and 'suicide prevention'. Theres just TOO many conflicting versions, TOO much evidence "missing", a MONTHS long "investigation" that leaves too many questions, and too many illogical explanations for everything that was done. The thought that anyone, let alone this paper, could want Swanson for another term just gives me the creeps. And another sad part of this story is not only the people directly involved, but the other people affected by this. I have no doubt that the majority of deputies are good people, just doing a job. But now thanks to Swanson's dismal job of leadership, these people will suffer too. |

I just came across this story today and am also outraged. I have advocated for victims of violence for years and am all too familiar with police abuse. My heart goes out to Hope Steffy. I was illegally arrested and assaulted 2 months ago by a police officer following an assault. Being a victim twice in a day and being arrested and humiliated (I was drug out in pajamas, breast and butt exposed and pranced around hospital then magistrate court) only to return home to find my house robbed by the assaulting boyfriend. I know what this has done to me. Everday I pray I wont wake up but I do. I spend most of my days in be. I look forward only to sleep time again. The psychological consequences are horror. I do not feel safe anywhere, not even my home. The physical pain of the assault remains but doesnt compare to the emotional. I would not hesitate in suicide if it were not for my grown kids, and Im sure Ill overcome that someday. I hold to trust, not faith, and no hope that life will get better. My life is truly over.I watched this video and my experience was not so bad. She was left in this cell for 6 hours. I pray that she is recovering and am glad to see that she has her husbands support. The bad cops cause citizens to trust no cops. The blue shield prevails. NO EXCUSE FOR THIS BEHAVIOR! |

Dated April 16, 2008 BCI Case #: SI-76-08-14-0147 This is part of page 3 http://s2.photobucket.com/albums/y39/Zemo999/?action=view¤t=BCI-Report.jpg Sheriff Swanson has ALWAYS maintained that Steffey was ASKED & REFUSED to remove her cloths. But here’s the BCI’s OWN REPORT that PROVES this is a LIE! But apparently catching the sheriff's dept in a lie isn't a big deal to our "independent" BCI investigator, Christy Palmer, who seems ready to accept ANY excuse the sheriff's dept wants to use. The report also goes on to say that they lowered Steffey in a slow controlled manner to the floor. Except that Steffey says she was thrown to the floor. She also told her husband in a phone call that she thought the cops had broken her nose. And she was treated by the nurse for the injury. And in page 4 of this report Christy Palmer even states that Steffey reported that her nose was making "crunching noises". So I guess this is proof of a second LIE. And still Christy Palmer, the "independent investigator" doesn’t think twice about accepting the word of the cops over the VICTIMS in spite of proof. BTW, Christy also references a video that she says “proves that she was lowered in a slow controlled manner to the floor”. As far as I know, THIS would have to be on the 'non-existent' beginning of the strip video. On May 5th when I asked about the "missing" video, I was told it would soon be released. Now here again it looks as though it’s referenced...even though they NOW claim it does not exist. Interesting. (I have filed a request for this video.) This isn’t so much an investigation report as it is a smear campaign against Hope Steffey. They are trying to say that Steffey was resisting enough that EIGHT people couldn't take the chance of ASKING her to remove her cloths, or EVEN TELL HER WHAT WAS GOING ON!!! I did NOT see any resisting in the video, I saw eight cops parading her to the cell, with her in cuffs. In fact EVERY video I have seen she is in cuffs! And the ONLY times I have seen her react to the cops is after they have assaulted her or in the process of stripping her naked. The cops can polish this turd as much as want, this STILL STINKS! BTW I don't know why they bothered to black out the names of Nurse Coren Lennon and the jail psychologist Thomas Anuszkiewicz, aren't they PROUD of the work they do?? |

UPDATE: http://www.youtube.com/watch?v=YgmyQvB3XSQ Ok heres a video you won't see on the news. Heres the cops taking Steffey to the cell to strip her naked. The quality of the video is pretty bad. It will seem to 'skip' frames for quite a while in some places, but then take a bunch in a row at other times. Why it does this, I don't know. All the cameras at the sheriff's dept seem to be in bad shape and "malfunction" right at critical moments. I had to cut this video in half, it was 20 minutes long, from the time they took her in to the time they left the hall in front of her cell. So I cut off the front of it when they took her in. The building camera, seems to skip a lot of frames, so you'd think it would be a shorter video. As you can see from the video the big dufass in the white shirt, he stays at the door to the cell looking in all the time Steffey was being assaulted, and then he stays back around her cell afterwards, looking in....GEE, I wonder WHY? Then afterwards he's joined by another officer who didn't get a chance to help strip Steffey and he starts walking down to have a look too. WHY DON'T THEY JUST SELL TICKETS?!?!?!? BUT THEN the camera seems to malfunction, and the next thing you see is a empty hall. WOW, .....MORE "missing" video from Stark County Sheriff's Dept. I said I'm not asking about the investigation, just if all evidence had been released. They said that it will PROBABLY be released to Steffy's lawyers in discovery. I repeated "Probably"????? I said something like "this is stinking more & more." I also told her I knew probably what everyone was up to. They are holding off on the investigation, until the settlement. Which is supposed to be sometime this month. Then more than likely, the settlement will include stuff to kill the rest of the investigation. She claims this will not happen. That everything will come out after the state investigation is complete. I'm calling BS on this, if I'm wrong, so be it. I have been around the block a couple times and I didn't just get off the banana boat. I think, I am almost SURE, they will quietly try to bury this in the settlement.
